Project history: This ship was designed as a cheaper alternative to the Denver, Albany and Cincinnati classes of small cruisers, which in 1914 constituted the US seagoing gunboat force. The General Board observed that the cruisers were comfortable, were good sea boats, were not too fast, and had a fair radius of action, but that they had about twice the complement of a more efficient gunboat, and cost far too much to maintain.
