Project history: It was originally planed, that under the FY1934 program two next leaders of Porter class (DD381 and 383) will be built. However occurrence of Mahan class with new efficient machinery with compact high-pressure boilers and double-reduction gears, led to redesigning of the leaders with similar machinery. New powerplant allowed to raise full speed on half-knot and notably to increase an endurance at the same fuel stowage. Abandoning from a massive aft superstructure with a director allowed to change structure of torpedo armament: there was third TT at centreline (that was promoted also by conclusion of all smoke pipes into one funnel. It has put new leaders on the first place in the American Navy (and for some time in the world, till Japanese "torpedo" cruisers) by torpedo salvo. However, spare torpedoes, unlike leaders of Porter class, were not carried.

The delay with modification of the project has led to that DD381 and 383 have transferred from the FY1934 program to the following year. Three more leaders were built under the FY1936 program.
