Project history: The second London conference limited displacement of cruisers by 8000t. Originally it was planed to create the ship within these limits (8000t and 152mm guns), but for some reasons in the end of 1937 the priority has been returned to creation of a smaller cruiser with 127mm artillery intended for actions together with destroyers. The preliminary project of 6000t ship armed by 127mm guns in twin mounts was ready by July, 1938. Armour protection ensured an immune zone under fire of 130mm guns between 30 and 80 cables at a 60° relative bearing. The armoured belt has been included into hull construction and had no plating under itself.

Ships were considerable overloaded: on lead-ship CL51 it was above 700t, and designed 35kts speed was never reached. 4 ships were built on original design (CL51-54), following 4 were completed on modified design: two 127mms mounts (and 28mm MGs) were replaced by 40mm Boforses. Last three ships had no TTs and re-designed superstructures.

Ship protection: Main belt abreast machinery was 4.2m high. It was 95mm thick on 16mm STS plating. There were narrow belts abreast magazines. Fore belt was 28mm thick but aft belt had 95-46mm thickness. Belt was closed by 95mm bulkheads. Armoured deck over main belt was 32mm.
