Project history: A number of firms had laid down 'River' class hulls in expectation of receiving orders, and when further orders were cancelled they were left on the builders' hands. Initially the Admiralty would have nothing to do with the problem, but after the loss of Gala and Blackwater it was decided to buy them at £50,000 each (as compared with a cost of £67,000-£87,000 for the original 'Rivers'). They ran trials satisfactorily in October 1909 and were bought two months later.
