Project history: Prototype was ordered in 1993, with work commenced in 1993 as part of the naval Kuang Hua III (Second Generation Combatant III) program. To have been a class of 12 naval patrol boats for the planned Coastal Patrol Administration, which was never organized. In 1995 it was announced that the remaining 11 would be built after all. The contract was tendered in 1996 and then canceled over alleged financial irregularities; it was reinstated in 1997. The failure of the US-made gun fire-control system to pass trials delayed the commissioning of the first five units into September 1999.
