Project history: Former USN frigates of Knox class. The first three were transferred on lease on decommissioning from the US Navy 7.8.1992, 23.7.1992 and 6.8.1993 respectively. They arrived at Tsoying 27.9.1993 and were commissioned 6.10.1993. Lan Yang transferred on decommissioning from the US Navy 30.6.1994, while Hae Yang and Hwai Yang were transferred 31.5.1994 and 21.6.1994 respectively; all three left US waters 2.7.1995 and were formally recommissioned 4.8.1995. Permanent transfer by sale for the first six was approved under the US Defense Authorization Act for FY 99. A third group of three was planned for acquisition by sale during 1996; all had been in reserve for several years and needed reactivation refits prior to delivery, and the final arrangement, made in 1998, resulted in the purchase of Ning Yang and Yi Yang 28.4.1998. After activation refits they arrived in Taiwan on 4.10.1999 and were commissioned 18.10.1999.
