Project history: Former USN Gearing class destroyers. Fu Yang had been convened into a radar picket destroyer in 1952 and was given a FRAM II conversion in August 1961. Her SPS-30 radar was removed prior to transfer. Dang Yang was completed as a special ASW destroyer and underwent FRAM II modernization in 1961. Transferred to Taiwan in 1972, she was equipped with Hughes 500 ASW helicopter (using the DASH drone pad and hangar).
The remaining twelve ships had all received FRAM I modernisations. Han Yang had been converted as a NBCW test ship in 1963-1964 and retained the additional superstructure on transfer.
Later all FRAM I destroyers except Tsu Yang were later modernized under Wu Chin conversions: Sui Yang under Wu Chin I, Han Yang, Lao Yang, Kai Yang under Wu Chin II, Chien Yang, Liao Yang, Shen Yang, Te Yang, Yun Yang, Zheng Yang, Shao Yang under Wu Chin III.
