Project history: This was one of three submarine designs developed by TsKB-18 to TTZs formulated in 1946: Project 611 for a large submarine, Project 612 for a small submarine (not built) and Project 613 for a medium submarine, the latter to succeed the earlier 'S' and 'Shch' classes. An earlier Project 608 for a follow-on 500-600t medium submarine was begun in 1939. Work was stopped by the outbreak of war, but by 1942 two versions (770t and 820t) were being considered. A new TTZ issued in September 1943 asked for a 640-tonner with a 120m test depth, and 660t and 687r versions were proposed. Project 608 was dropped in 1944 when the German U250 was raised and examined. The new TTZs (January 1946) required a diving depth of 200m. The Project 613 design was developed between October 1947 and August 1948. The Sormovo yard at Gorkiy was assigned to mass-produce these submarines, hopefully without interfering with major surface combatants. A special project office established there to work out detailed plans (SKB-112, for shipyard 112) became die Lazurit TsKB, responsible for submarines built at Gorkiy and at Komsomolsk-on-Amur.

    Although nominally reflecting German Type XXI practice, these boats had only slightly figure-eight form hulls at their battery sections fore and aft of the control room. The hull form aft resembled that of Type XXI. The Tamir active sonar was in the forefoot, with the Feniks passive sonar (similar to the earlier German Balkon) in a bulb at the fore end of the horizontal keel, under the breeches of the torpedo tubes.

Modernizations: 1957-1960, all: were armed with only 6 - 533 TT (4 bow, 2 stern, 12 or 22 mines) (no artillery) and had Flag radar, Plutoniy, Feniks sonars, Nakat ECM suite
