Project history: Completely new project of large well-armed monitors for Amur flotilla, intended to replace old Tayfun class ships. In view of threat of German invasion they were planned to be commissioned by European river flotillas. All three incomplete ships were destroyed by builder to avoid capture by Germans.

Ship protection: Ships should have enough strong protection, citadel was closed by 50mm belt and 30mm deck, turrets and CT had 50mm protection.
