Project history: Project 254 was a coastal (later ocean) minesweeper assigned to TsKB-363 in Leningrad (it later merged with TsKB-50 to become the Western Planning and Design Office). This organization had already developed some mine countermeasures ships. Work began in 1946 and the design was approved the same year; it was specially adapted for mass production.

    The design was specially degaussed (to limit signature to within 20 milliersteds at 6m depth), but no attempt was made to limit acoustic or pressure signatures.

    Project 254A was modified for atomic protection. The hull was additionally reinforced and the internal space partly pressurised to keep fallout out. Battle stations had closed-cycle ventilation, and a wash-down system was fitted.
