Project history: Work on this design began on 8 October 1945. The armament, machinery and basic arrangement of the earlier Project 30 were remained to speed construction, and the basic design was approved 28 January 1947. The TTZ called for a maximum speed of 36kts and an endurance of 3500nm at 15.5kts (the figures roughly matched those for 30K; Project 30 had been designed for 30kts and 4080nm at 16kts). Armament was as installed, except that the TTZ required triple torpedo tubes and six rather than seven single 37mm guns. This was the first Soviet longitudinally-framed completely welded hull. Compared to Project 30, it had a heavily reinforced hull, the changes adding nearly 50% to hull weight. To speed construction, ships were built in 101 prefabricated modular sections.

    This design had higher freeboard than the earlier Projects 7-U and 30, but not enough to avoid taking water. For example, on trials flooding through the boiler air intakes limited Smelyy to 28kts in rough weather (she exceeded 36kts in smooth water). Many guns could not be operated. The turning circle (8.5 lengths) was considered excessive, and bilge keels were later fitted.
