Project history: Ordered under the 1926 programme, designed and built by CNQ in Fiume, thus builder has not fulfilled contractual requirements, and building was escorted by a lump of alterations. Submarine was practically completed to the early 1932, but not been accepted by Romanian party and within more than three years Romania had legal proceedings with CNQ, demanding collecting of spent means, however unsuccessfully. At this time submarine was offered by CNQ to acquisition to a number of countries, including the USSR. In August, 1935 Romanians have agreed to accept a boat which has begun trials in February, 1936 and arrived to Constanza 27.6.1936. The order for sister-ship was cancelled by Romanians in 1928. Rather unsuccessful double-hulled submarine with low endurance and self-sufficiency (only 15 days), low reliability of systems and machinery and weak diesels. Spare torpedoes were absent.

Naval service: 3.7.1942 Delfinul was put into repair at Galatz where she stayed till the end of war. 12.9.1944 she was captured by Soviet troops at Izlaza. 14.9.1944 submarine was enlisted by Soviet Navy as TS-3, but actually continued to be under repair: in October she was towed off to Balaklava, and year after towed again to Galatz where she was returned to Romania under former name. 12.10.1945 she was discarded by Soviet Navy. Delfinul was again commissioned by Romanians as training submarine only in 1954.
