Project history: These boats were closely based on the US Barbel class. They were single-hulled, with three decks amidships housing the control spaces, accommodation for the crew, and the batteries respectively. The forward section accommodated the sonars, torpedo tubes and the torpedo handling room. The after section housed the machinery: three diesel generators with a single large electric motor abaft them, coupled to a single shaft. All machinery was mounted on a false deck with spring suspension. In accordance with contemporary US practice, these boats had cruciform after control surfaces and fin-mounted diving planes.

As much Netherlands-manufactured equipment as possible was incorporated. The HSA M8 Mod 7 fire control system, which used a digital computer, permitted the simultaneous launching of two torpedoes, one of which may be wire-guided.
