Project history: Multi-purpose ship often rated as sloop, gunboat or gunnery training ship. She was designed for replacement of an out-of-date training cruiser Gelderland for the personnel training, first of all, to work with newest fire control systems. The second assignment was service in West Indies for temporary replacement of gunboat Johan Maurits van Nassau for the periods of repairs etc. In a wartime she could be used as gunboat and escort ship.

Artillery calibre has been reduced in comparison with previous gunboats. 75mm guns were intended for training. There was also light armour protection of deck and a conning tower with director. Armour weight was 260t.
