Project history: Vickers C(3) type. The same type as British C type. Single-hulled. Last two submarines have been ordered in days of war under the 1915 programme and built in Kure. Japanese did not have experience of designing of modern submarines, and it was necessary to be content with already hopelessly out-of-date design. No16 and No17 were unique submarines built in Japan in days of the First World War.
