Project history: Design of Yugumo was formed on the basis of Kagero class and differed from them rather slightly: the hull has been lengthened and guns were placed in new mounts ensuring 75° elevation angle.

They were ordered under Programmes of 1939 (12 ships) and 1941 (16 ships). Eight more ships were provided by the additional Programme of 1942, but their building was abandoned, as well as also of last eight ships of 1941 Programme, because of shortage of materials, and orders for Umigiri, Yamagiri, Tanigiri, Kawagiri, Taekaze, Kiyokaze, Satokaze and Murakaze were cancelled.
