Project history: PL 31, approved under the FY 95 budget, replaced an earlier unit with the same name and number. Has a large helicopter platform aft but no hangar. Equipped with a bow thruster and with passive stabilization tanks. Has extensive medical facilities and is intended to serve in disaster relief.
