Project history: In the mid-1980s plans were discussed for the purchase of a frigate design, to be built in Greece with foreign assistance. Among those considered were the Italian Lupo class and a modernised version of the British Leander class, but on 18 April 1988 it was announced that the German MEKO 200 class had been chosen, the first unit to be built by Blohm & Voss, Hamburg and the remaining three in Greece. Similar ships have been purchased by Portugal and Turkey. The ships are fitted with US-built weapons and some electronics, and have Sikorsky S-70B Seahawk helicopters. The first, German-built, ship Hydra, was completed in 1992 but did not formally commissioned until 30 April 1993, following a serious fire aboard her in January 1993 at Portland while she was on trials. The construction of the three Greek-built units was greatly delayed by much the same sort of financial difficulties as affected the proposed Kortenaer construction programme in the 1980s. In an attempt to speed up progress, sections of Spetsai were prefabricated in Germany and she was reportedly launched towards the end of 1993. Once again, Greek attempts to build warships in her own yards have been plagued with difficulties.
