Project history: Another small shallow-draught gunboat for Chinese rivers.

Modernizations: None.

Naval service: Otter was abandoned 18.8.1914 at Nanking, 20.3.1917 captured by Chinese, commissioned them as Li Tsieh and sunk by Russian river ships 19.10.1929.
