Project history: Officially described as a training ship and as a “national defence mobilization ship”, Shichang was originally to have been converted from the roll-on/roll-off vehicle cargo ship Hua Yuan Kou. The ship is equipped with a helicopter flight deck running most of her length. A modular helicopter hangar and control space can be erected on the forward portion of the flight deck, which can also be used for the transport of up to 300 standard 20ft cargo containers. Space is provided for the transport of a large number of personnel, and provision was made for a 30-person staff hospital with full surgical and X-ray facilities; up to 100 medical trainees can be accommodated. There are two navigational plotting spaces, capable of holding up to 60 trainees.

Modernizations: None.

Naval service: No significant events.
