Project history: Built by Vickers in Barrow. Ship was ordered under the 1910 Programme together with Chao Ho and was close to her on construction, but differed in smaller dimensions, and also in smaller thickness of protection deck slopes (only 37mm) thus, that the general protection scheme was not changed. Outwardly she differed by arrangement of funnels and masts, the form of superstructure and projector flat on a poop. Armament structure and placing repeated Chao Ho. Basic difference concerned machinery structure. On trials cruiser reached 22.23kts at 8797hp, but by 1937 was considerable slower.
Ship protection: Protection was ensured only by protected deck with 25mm flat part (in fore end the deck had turtleback form and had 19mm thickness) and 37mm slopes and 37mm part over steering gear compartment.
Modernizations: None.
Naval service: Ying Swei 23.9.1937 was damaged by aircraft from Japanese carrier Kaga on Yangtze at Jiangyin; she was disarmed at Nanjingg with all artillery landed; 24.10.1937 she was sunk at Nanjingg by aircraft from Kaga.
