Project history: Unprotected cruiser (in a number of sources wrongly called Foo Sing), built after defeat in Japanese-Chinese war for Shanghai flotilla. Originally she carried three masts and sailing rig. She was laid down as cruiser but just before completion was converted to military transport

Modernizations: None.

Naval service: In the late 1928 Fu An was repaired and converted for usage as training ship of 4th (Canton) squadron. Information of armaments structure in 1930s is not present. In the early October, 1937 Fu An was scuttled as a hulk for fairway barrage in 6 miles off Wampoa at Canton (Guangzhou).
